Yes all electric fence chargers have to be grounded to a ground rod system in order to work and deliver a shock to the fence. Lightning doesn't have much to do with grounding for the unit. Are you talking about something else?

It could be, or it could be something inside has gone bad.

@@machalhonabach1494 There's not a universal fix for units, so that would be the easiest thing to test first to see if the first is good or bad.
