What is the meaning of the white light? Also why do they stop when it turns on? *i am new to fencing*

It means off target, someone hit somewhere but it wasn’t in the valid target (the gray vest of lamé)

In fencing, when using the electric scoring apparatus (like here), a light turns on any time a sword hits something, and the ref calls halt (i.e., stop). If the light is white, it's off-target, and the bout continues from when the last attack started. If it's a single coloured light, it's a point to that side. If both lights turn on, the ref decides who had the right of way, and that person gets the point.
