One of the many reasons why I admire Phelps is that after each victory, he looks to his family in the crowd. He truely appreciates those who have helped him to become the amazing athlete he is today. Your a good man, Michael Phelps!

If you watch, he's well ahead of the WR line after the Backstroke leg. I'd bet that he planned to press that length hardest since Lochte would be coming off his 200 Backstroke earlier that night. If you're a swimmer you know how much of a mental game races can be. I feel like Phelps planned on making that his strongest leg to get into Lochte's head by beating him at his best stroke.. Such a smart swimmer.

Unlike in a regular race, you can easily anticipate the start in a relay. In addition the step and arm swing add momentum to your dive, having you cover more distance both over and under the water. Also, as a general rule, swimmers get more pumped up for relays than they do for individual events

the relay stat is estimated to make a swimmer faster by about 0.5-0.7 because 1, you get better momentum by swinging the arms and 2, you can anticipate the touch and eliminate reaction time. So yes, the difference is pretty big

If Alex B's comment didn't help, I'll simplify it: For a regular, flat start (non-relay, you go off the buzzer) you don't know when the buzzer is going to go, so when it does go off your body has to start reacting and then is able to go maybe .6-.75 seconds later. For a relay, you know when the "buzzer" (swimmer coming in) is going to happen, so you're able to prepare yourself and start going off the block before that "buzzer" goes off, so when it does happen you're already going.

It can shave more than that, not just because it's a "relay start", but because you don't have the pressure on you like you would an individual race.
