I've got a PW3000 that has actually been flooded 3 different times and still works just fine. Great fence charger!

Is it possible to buy replacement parts such as the output transformer on the internet?

Usually not, unless a farm store sells parts online. A lot of the parts, especially transformers are specifically made a certain way internally to be used for electric fence units They're a low impedance type and made in a way to be safe on the output so it's not lethal or dangerous to whatever touches the fence. A lot of the parts are made by the manufacturer themselves in house like Gallagher, Parmak and I'm sure some others do too. Some brands have the transformers made by transformer manufactures to a certain spec that they're after. You won't find transformers for an electric fence unit on Mouser, Digi-Key, or any other place like that.

I have a pw1500 that works but doesn't have the snap it used to. It's about 20yrs old. Does the capacitor need changing? And where would I get one?

It's hard to say exactly without actually testing the capacitor to know if it's weak or not, that's just guessing. Have you tested the unit by itself with a fence tester to see what the unit actually tests at?

@FencerFixerRepairLLCKansasCity I shorted it with a screwdriver and it's very weak. Fence is all clear and clean, deep ground, even soaked it. What little snap there is fades fast when tested.

@@AdamPlayFarms When you're doing this test, is the fence and ground connected still or is it all by itself with nothing connected? Do you have a fence tester to test the output voltage? If there is something wrong inside, my guess is either an issue with the board or the capacitor. The capacitor can be easily tested with a digital multimeter that has the capacitance feature, some did and some don't.

if the groove at the back was across the case it would have a better chance of keeping it sealed . not knowing where the water got in it could happen again

Most if not all AC powered units should be installed indoors or if they're outside, they need to be protected from the weather by putting a bucket over them or build/buy an enclosure to put the unit in. No AC model is waterproof and no manufacturer will Warranty repairs on a water damaged unit, especially an AC model.
