This intersection operates as a 3 phase signal sequence.
First, the north and south side crosswalks receive a leading pedestrian interval, followed by a westbound green ball. All the other 3 directions have a red light. Then, eastbound receives a through and left priority (this phase is very short). Lastly, southbound receives a leading left turn phase, followed by a north/south permissive phase.
The problem with this type of split phasing, is that it's causing traffic congestion on residential streets, because the eastbound phase is so short.
originally, east/west had a standard permissive green ball only. Due to safety issues, fully protected left turn signals were installed for eastbound and westbound in 2013. Both of these left turn signal phases were leading, before east/west through traffic received a green light.
In 2016, split phasing was added. I suspect that's because the vehicle paths of eastbound and westbound left turns crossed into each other.
First westbound traffic received a green ball and a green left arrow, with the north side crosswalk. Then, eastbound traffic received a through and left arrow with the south side crosswalk.
In 2017, they removed the westbound fully protected left turn signal. The north side and south side crosswalks receive the walk signal, with a westbound permissive phase, while eastbound has a red light. Then eastbound receives a 15 second through and left priority.
This was done, to shorten the cycle length.
To this day, the up to date signal phasing is causing traffic congestion on residential streets.
In order to allow more green time for eastbound through traffic, without changing the cycle length, the following should be done:
- Reinstate the westbound fully protected left turn signal
- Make the westbound left turn signal phase lead, followed by an east/west phase
- Make the eastbound left turn signal phase lag
OR
- Reinstate the westbound fully protected left turn signal
- Make the eastbound left turn signal phase lead, followed by an east/west phase
- Make the westbound left turn signal phase lag
By making the eastbound through green time, as long as the pedestrian walk signal and countdown, we can make the eastbound through traffic phase much longer, without changing the cycle length.
