I would argue there’s such a thing as diagonal communication as well. For example, in my organization we have the maintenance department and the operations department (amongst others) I have recognized that there’s a piece of equipment that I’m always repairing but in my chain of command (maintenance) my manager may not be inclined to do anything about it (it may cost more than they are willing to spend to replace it) So I can conversationally bring it up to an upper level manager in operations. They are not in my chain of command but this equipment is something that affects them (maybe it needing to be constantly repaired means that they have to tasks operators to constantly monitor the system) Thus it would add value to operations to replace the component. So then the manager in operations could bring it up to their upper management and thus find the money in the budget to replace it 😅 (I use this all the time. It’s a workaround but it gets me what I want)
