Streams aren't only made up of odd number hitobjects for proper emphasis, but also so the player doesn't have to think about what finger they'll finish the stream on. You will always finish a triplet, 5 note, or any odd number stream on the same finger you entered into it. Unless you mashed. Then you aren't streaming at all.

It applies to literally everything. Rhythm in Osu is very straight forward.

Minibeats 1/6 streams have even numbers: 12 12 12 12 12121212 if it was in regular 1/2 and 1/4: 1 2 1 2 1 2 1 2 121212121 so no 1/3 beats don't end on the same finger

Time Sig is irrelevant. Most mappers wont map most 1/6th streams as even purely for the sake of playability.

You should be able to change the spacing when you convert the slider to a stream. Or if you meant what did I do at 1:19 then that's just a scale with Ctrl+Shift+S
