Otto Hightower's secret plan is Alicent's hidden son, one we have not seen yet. For more than three decades, while the Targaryens enjoyed power and pleasures, and while their desires were poured out in war, or in dreams and prophecies, one person led the Seven Kingdoms and maintained a prosperity the realm had never seen before. Otto Hightower became the ghost ruler of the last three decades, being responsible for keeping the Seven Kingdoms united, and making the best economic and military decisions for the crown.
But even though Otto Hightower had all the power in the world in his hands, he wanted to ensure that the kingdom would survive his own absence. In the first season of House of the Dragon, we heard Otto say that the gods have not made a man who does not have the patience for absolute power, and perhaps, Otto was reflecting himself in that thought, because Otto is a man who has been in power for over thirty years, waiting for the moment when he can acquire that absolute power.
However, in the second episode of the second season of House of the Dragon, we saw how Ser Otto's plans were ruined, after his grandson started making very bad decisions as king. Could it be that Otto has finally lost all his power? What would you think if I told you that Otto still has a card up his sleeve? Could it be a plan to position a new king? @@kingflvko4852 well clearly yk nothing about the books because op is correct they are straying a lot away from the writing in the books its more of a inspiration than an adaption at this point, all be it a very good one. for example in the books both authors can't agree on much that happened but something both of them confirmed is that criston cole was too honorable to dirty his cloak by sleeping with the princess and denied her at which point she then went to daemon/harwin who then slept with her honestly cole is like the euron of house of dragon. they also fcked up aegon's coronation and made him a rpist for some god awful reason. blood and cheese is fine I felt it was good but taking out maelor is really dumb, laenor surviving is also dumb as seasmoke can't be claimed until after he dies, and they tuned the entire house of dragon conflict into rhanaeyra cant be queen because she is a woman whenin the books the entire conflict is about rhaenyra cant be queen because she has a bastard for an heir and would have to 100% kill aegon and his entire bloodline if she hopes for any bastard to sit on the throne in peace. as caitlyn stark said, even if aegon and his children accepted rhanaeyra what about there sons literally any true born targ could challenge for the throne and start a war at any point because the current ruler would be descended from a bastard which would void there claim

They originally wrote a scene where they talk about him but it was cut for time. GRRM said this: "Yes, Alicent gave Viserys four children, three sons and a daughter, their youngest son Daeron is down in Oldtown, we just did not have the time to work him in this season, there are only so many minutes in an episode." Many of the best characters of the dance of the dragon story still are yet to be introduced, this doesn't mean they don't matter.
