This is a good indicator of why Regina is the way she is. In some ways, she never finished growing up from late adolescence, or at least not until Emma broke her curse. Inside the grown woman was a stunted-development girl, immature, petty, and selfish, and the magic Rumple taught her let her get by with that and never finish growing up...just as he intended.
