When I was in primary school, someone clogged the toilet with toilet roll. The headteacher took it so seriously that she checked every single classroom and asked for the list of names who have been to the bathroom. It took them a week, but they figured it out. It’s a deterrent because you have to understand the school doesn’t actually wanna catch them it just wants to try and make them stop. If they catch them A) their futures will be ruined/greatly impacted in a negative way. And B) a lot of hassle and work for the school, not to mention it brings down their reputation.
