You can lay the card in the middle of the paper and make sure when you fold in the two side flops that it covers the card that will determine how big you need it

Measure the long side of your card. That measurement needs to be half of your square measured corner to corner, with just a smidge so you can fit the card in, probably add 1/4 of an inch. So if the long side of your card is 7 in then your square corner to corner needs to measure about 14 and 1/4 in.

Put your card in the middle of the piece of paper fold the two corners till they touch across the card and that will be how big you need your piece of paper

The USPS does have minimum requirements for envelope size: 3.5 inches x 5 inches x .007 inches thick.
