If its averaged out, would the worker still be able to claim their overtime if they're still going over? ("Booking" the hours for later)

Unless it's agreed in writing the employer can't 'average' overtime. Time can be 'booked' for later but should be at time and a half and not at 'straight time'. That is if you work 10 hours of overtime in Canada you should get 15 hours off to make up for it generally - Andrew Monkhouse andrew@monkhouselaw.com www.monkhouselaw.com
