I actually like Penni, I'd place her in B with Hulk. Very map, attk/def, and team comp dependant but in favorable situations is nearly S tier. Only tank I dislike is Thor.

I do think Hulk is A tier. He’s like Winston, where you actually need to play smart. If you go unga bunga jump into team, you will feed. You need to dive low health squishy targets while using your bubble to charge ult, and it can really disrupt the enemy comp.

Thor is above hulk, hes the only tank i feel comfortable to 1v1 punishers with and its worked out more often than not, even with a rocket team up its not really an issue if your smart about it, Thors dash ability has push back so i can just push Punisher out of the buffs aoe and he gets no value from it.
