You could try, but I would definitely suggest you use tools meant for keying instead.

I'd use the dedicated keying tools as Jake already stated. But I once used the Paint Bucket effect as a keyer because I just wanted to key out a specific part of the image and since the rest of the image contained a lot of the same color, the normal keyers would key out those areas as well. And the Paint Bucket effect, in contrast, simply "stops" at the first edge it finds. Of course, you could just mask out that area you need and use a dedicated keyer on that but the issue in my specific shot was that all those areas I didn't want were extremely close to the edge, and masking that would have taken a lot of time. That's why I went with the Paint Bucket effect for this shot. I hope this makes sense. However, the Paint Bucket effect doesn't handle edges nearly as well as a regular keyer would. Maybe in the case of my shot, I also could have used the Paint Bucket effect to get the general area I wanted to work on (and maybe extended it a bit with the Simple Choker) to then used a regular keyer just on that area to get a better key.

For some reason, the paint bucket tool isn’t filling up the space inside of the outlined area, it just colors the whole background.

Damned eyedropper fill...My Fxconsole quite often applies eyedropper fill, when I type fill and hit enter fast. So if there is a single fx that I'm not on good terms with this is it hahaha.
