Well international law allows such attacks by other countries if they deem the threat so serious for them, just like how it allows Israel to "temporarily" occupy West Bank and pacify the "terrorists". That's another story that the occupation is permanent and the terrorists label extends to all Palestinians, but because there is no official declaration, it does not matter. Permanent occupation is illegal. Look at Syria, Russia and US, both are essentially holding permanent occupation but officially they label it temporary. Another example is Ukraine, even though both countries are essentially in a war, but they have not declared it officially, so in this way they circumvent all the security and safety measures that would ensure protection for their populace and also start a war economy. This obviously will make their populace hunker down in their homes, conscript all able bodied men and post all others to manufacturing and support roles. Aside from this, Russia, will get to use nukes as well, tactical and strategic. That's actually the reason why Russia only threatens, but doesn't actually use one, and they won't until a formal declaration of war. That's how geopolitics works, my friend.

Pakistan does not have a tourism industry in the first place. Also this logic that if a country is experiencing terrorism or is under some authoritative rule, it will experience less tourism and business is just a cope by people who have malicious intent, nothing more. Its hope for them that it may happen this way. These things always work out regardless, especially business. When there is potential of money making, it will be made. That's exactly why, tourism is flourishing in Afghanistan of all places, even North Korea has splendid tourism. Russia as well and Turkey has done phenomenally in that aspect this year, even though they have been experiencing terrorism as well since many years now. Let alone the war they have started in Syria. Like today one gas well was explored successfully and will start being exploited in a month. Last month as well one well was found and it has been connected to our supply chain. So there is now confirmed potential of this accursed resource in our country. There are still many blocks in Sindh and 16 in the sea available for more exploration.
