I personally think the Panty and Stocking animation style is unique. The action scenes have top quality animation, the joke scenes have a lower quality of animation, but I personally think it makes them funnier. I think that if I were to ever animate, I would focus on the more important scenes(though I would still put in as much effort to the less important ones). Especially if there was a tight budget, knowing what the main focus of the animation is animators can pull off some amazing scenes. Will the other scenes be as amazing? Not likely, but they can still appeal to an audience. But that’s just how I feel about the type of animation...

Steven Universe is like the worst thing to compare this too, it's fight scenes basically are polar opposites, whereas this uses a more free like animation for it's fight scenes, Steven Universe (is supposed to but not regularly.) is on model and has to stay on model to produce more realistic fight scenes. (Or they try.) I'd compare this to a show that has a more cartoony fighting style, but again it's an opinion.
