Is there adapters you can put on to raise the seat or bassinet if there is a child below?

The upper cot adapters do position the cot further forward to fit the seat underneath - shown at 1:30 and 2:42 But these are only for the cot in the upper position. They don't work with the seat. The Geo3 isn't for everyone as a double. The benefit of the configuration being so close together is weight distribution over the centre of the frame so the Geo3 feels like a single pram to steer/push even with two kids. But the compromise it is a tight fit.

At 2:30 would toddlers feet not be in baby's face?

It's not an ideal configuration for all situations but just going through everything that's possible. With a small toddler their feet would be on the leg rest in the raised position. You wouldn't do it with a taller toddler/preschooler because their legs would be dangling down. Also you want to be supervising closely so they don't throw or drop anything into the cot. I'd say most situations most of the time you'd have them facing forward - but it did make it easier to recline with the seat facing you.
