if I am inviting as non PR - which option should I choose. none of them seem to be relevant

There should be an option. Anyone can call their parents on trv here. See again or just check on google. sorry i dont have the direct answer.

Last September, I applied for a visa, but it was rejected. I'm applying again for a visit visa now. Can I use the same CA property assessment, or do I need to get a new one

It’s better to get a new one. One year old documents is old I think. Plus you need to understand the previous reasons for rejection and address those.
