Adjusting the spring rack changes the spot where the universal bar stops hit the universal bar. It slightly changes the feel of the machine since it changes the key travel slightly. The universal bar stops can be used to reduce the imprint pressure. If the universal bar is stopped short and force isn't transmitted to the typebar through the whole range of motion, the typebar doesn't hit the platen as hard.

Getting the platen too close to the type slug also increases wear on the platen and tears ribbons apart.
