Being black, it looks more like an police/SWAT helmet. I saw another PASGT style SWAT helmet from the early 2000s (I forget the manufacturer) but its interior pieces were completely different to a standard issue Army helmet. The head band was cushioned, and it had a 3 or 4 point chin strap, along with additional padding and a mesh webbing crown instead of the nylon suspension straps. Your helmet may have been used by a law enforcement agency like the FBI or DEA, or a metro PD SWAT team.

It's definitely possible! They didn't make many, only know of like 3 examples and no known photos of it in use. The helmet you are describing reminds me of the RBR Mk6 though!

Pretty much! I'd argue even less useful since the M1 liner could be used for things, guard duty, drill, and so forth.

We NEVER said PASGT, it was just called Kelvar Helmet, period. This must have been experimental, never saw one or even heard of this

I understand that. We also didn't call everything by its official name, but that was the official name giving to it and the vest. You can see on the tag for this helmet that it's called PASGT helmet.
