In cover 1, why does the SS try to force the receiver to the outside? Isn't the help inside?

It would depend on the alignment of the wide receiver. He is guarding, as well as whether or not he has help in the low hole from the linebacker. If that linebacker is blitzing, you may not wanna let that receiver get inside for a quick slant or an easy Crossing route.
