In all fairness, Russell Moore is not pro open borders or advocating that noncitizens vote. He is speaking towards aspects of problematic rhetoric. He advocates for immigration reform. Obviously there is a change that needs made to the laws. Reform would be necessary to make that effective. Both conservatives and progressives would agree change is needed as such both would be advocates for reform. Moore sees problems with permanent separation of families at the border. So he speaks against that. That is not a law that is an executive order.
