It's neither, a beta usually has bugs and stuff to work out, and full release has all classes, bosses, etc. Whereas POE 2 early access is more like a very polished half release, with little to no bugs It will slowly release the other 6 classes, ascendancy skill trees, maps, and bosses as time goes on GGG predicts it to be a full release in about a year

Never played PoE and don’t plan in playing it but from what everyone’s saying this is literally a highly anticipated sequel after a decade to a very beloved game. There’s not a single company in the world that would be able to handle an influx of millions of players from across the globe trying to login at once this is how it goes for every popular MMO on release it’s literally day one if you expected a smooth launch you’re just clueless
