It's about European colonialism, the words were written by David's good friend Iggy Pop while David wrote the music but this was way back in 77' David later reworked the song with Nelson Rodger's in 83' for the "Let's Dance Album"... Fun fact David actually dated the girl from the music video for the duration of his "Serious Moonlight Tour" (The tour that accompanied the "Let's Dance" album...)
