If a player lifts their ball on the putting green to clean it, but forgets to mark their ball, does this count as accidental movement?

A.
No, this was a deliberate action, that they made an accident in not marking their ball first. This is not part of the exception, so they would incur a penalty of one stroke and be required to replace their ball.

Is it just me, or is he the only player on the PGA that I always hope he screws up. There's ones I root for. There's ones I just watch and hope to see a good shot. And then there's Reed, who I always want to miss the fairway or blow the putt.

GolfRules Questions I can’t believe The PGA Tour have removed your video about Patrick Reed’s plugged ball. You do great work on educating us on the rules of golf. I find it ridiculous they have done this and have no idea why. Please keep up the good work.

This rule has come to be known as the "Horschel Rule" as at the Masters in 2016 Billy Horschel's ball came to stop on the putting surface after a chip and was marked and lifted. When the player came to place the ball down and remove his marker, the ball was carried away by the wind, off the green and into a water hazard causing a penalty and drop in the relief zone. The Governing body looked at this incident and changed the ruling keeping with the integrity of the game. If you mark and lift your ball on the putting surface after it has come to rest, that ball can only be classed as back in play once you make your next stroke, meaning if you place your ball and the ball moves with outside interference before you make your shot, you are to replace the ball with no penalty.

So, imagine that two balls are sitting adjacent on a green. One ball has been marked, lifted and re-placed while the other ball has never been marked. At that point, both balls are considered 'in play'. Then, a gust of wind blows both balls into a penalty area. Under the new rule, the first ball can be retrieved and re-placed where it had been marked. The second ball must be played based on its new location, which will probably involve a penalty stroke and another shot to the green. So, please explain how this inequity is 'keeping with the integrity of the game'.

@@kyle381000 because the rules dictate the way the game is played, the players understand the rules and agree to be bound by them, so the integrity is intact by enforcement of the rules. Slightly altering your hypothetical, if the wind blew both balls in the hole the unmarked ball would count as holed out, while the marked ball would have to be replaced and played to completion. Like in other aspects of life, rules guarantee equal opportunity, but not necessarily equal outcome.

@@ceemaahn Your rationale makes no sense and completely misses the point. Horschel and other players were playing by the old rules before those rules were changed, so playing by the rules is not the issue here. Instead, the integrity of the game has been compromised by this change because two near-identical situations are (now) treated very differently. I understand your hypothetical very well, and have used it before as additional rationale to explain the absurdity of the new rule. Your reference to 'equal opportunity' is exactly my point. That is, if two balls (only one has been marked and re-placed) are immediately adjacent to one another on a green, then why are both not subject to the 'opportunity' to be affected by external forces? Why should one ball NOT be considered in play simply because it had been lifted and re-placed, while the other ball is still considered to be in play? I strongly suspect that if Horschel's ball had rolled into the hole we would never have heard another word about this situation. Instead, there were cries from the uninformed that what happened to Horschel was 'unfair'. The fact that the ruling bodies came up with such an ill-considered and incomplete solution simply escapes me. They should have left it alone because there was absolutely nothing unfair about the Horschel situation. It was only Horschel's lack of understanding of the original rule itself that caused the notoriety and the controversy. The USGA/R&A need a mulligan on this one.

No Penalty. However, if you are asked to mark your ball you MUST Do So, same goes for moving your marker out of someone's Putting Line. You aren't allowed to "Stymie" anymore. The Penalty is on me, if my Ball is played from on the Green and strikes your Ball while yours is also on the Green, which is the second reason you MUST Mark upon Request.

The rule used to be if your ball moves regardless of reason you get a stroke and play it as it lies, I forget his name but the rule was changed after his ball was blown off the green by the wind and into the water lol. The only problem with rule changes which is actually probably a good thing is the committee gets together every 4yrs I believe to address any type of possible rule changes and vote on it.

@Richard T it was Billy Horschel it happened to at the 2016 Masters, but he definitely wasn’t the first person but I do believe he was the last. I can’t believe it took them as long as it did to change the rule to be honest.

I understand this relatively new rule but I hate it, too. In my opinion, a ball that is in play should not be allowed to 'own' a spot simply because that ball had been marked and re-placed on that spot. Once a ball has been re-placed then it should be considered fully 'in play' and subject to the same forces as any other balls which had not been marked.

but he CAN put it back in the right place, he just doesn't want to as its a small depression. the ball once it moved (a tiny bit) was then probably in the correct place.

Every tournament needs a Patrick cam. A cameraman who's sole job it is to watch him like a hawk at all times. He could be meeting with a co-conspirator in the woods like Shooter McGavin

Rule 43c clearly addresses this;Any player,Male Female or other ,may break wind with the assistance of a following breeze, but,and this is important! If the breeze is not following,and the Lady Captain is close by ,all efforts must be made to alert all members of the club within fourteen feet of the methane conversion that is underway, The penalty for this heinous act may be horrendous!! Yup

Good thing for Reed that the LIV Golf tour will not be playing by 'strict rules', but instead will be run much like a beer league on an 'honor system'. Based on this, Reed is expected to be among the leading money winners every year...

The rule was changed since that incident at the Masters, so Frank was not correct (anymore). The incident at the Masters on the 15th was so ridiculous they changed the rule.

While everyone is so determined to label Reed a cheater, why don’t we hear more about Phil Mickelson running up onto the green to stop a moving ball! If a lesser known player had done that, he would have been DQ’d on the spot!

Just watched a video where a guy put his ball back on the green and removed the marker and the wind blew it off the green and into a pond. Officials made him drop it in a drop zone and take a penalty.

The rule must have changed because just a few years ago the exact same thing happened to Billy Horschel at the 15th at Augusta. He marked it, replaced it and then the ball rolled back into the pond. He was penalized a stroke and had to go to the drop zone.

Since his bunker incident it seems that Patrick is under the microscope, it seems to me that the TV crew is more interested in him then is called for, but if creating controversy adds viewers then go for it, he seems capable of handling the pressure.

The PGA allowing Patrick Reid to cheat is one major reason I support any other league that can give fair and honorable golf a try. The Saudis might say " at least we make all players , even our own play by the rules" . Because that is not the case for the PGA. Related point , why does the PGA play at courses like Augusta , that is a private , for profit course, that does not disclose its membership . A nice way of saying" this is a good old white Boys club" and you can only play here when you are making us millions and then you aren't allowed unless you fit the profile. Seems like that doesn't it. Does the PGA stand for Perverted Racist A holes? Maybe not but I think it fits.

Where there is smoke there is fire. I’m sure Lance Armstrong was a nice guy and no doubt a great rider. But he cheats. Reed has been caught so many times. How many times do we reward bad behaviour.

Lance Armstrong is not a nice guy😂 He wqs probably the best rider of the time as it seems everyone was doping and he stayed on top, but he did it through threat and intimidation of officials, team managers and fellow riders AND their families. (Yes he made sure there were made threatening phone calls etc to the wives of previous team mates to make sure they didn’t rat him out).

in the court of public opinion he is always guilty. i'm not defending him because i really don't know him as well as other players on the tour. my question is this, phil mickelson seems to make just as many screw ups as this guy but still seems to be a fan favorite. why is that?

For the same reason Kuchar has a rep as a loveable Howdy Doody, but when he finally wins a tournament he basically tosses his local caddy a shiny silver dollar and assumes he'll love it. Even when he got called out he gave him less than half of what anyone else would pay. They are phonies. At least Reed doesn't hide the fact he's a cheating dickhead.

He didn't make his own rules before calling an official.. he followed the rules. You're allowed to mark the ball to check if it's imbedded. he marked his ball. the marker stayed. McIlroy was in exactly the same scenario as reed in that comp (ball bounced but no one saw it bounce)... McIlroy marked the ball, cleaned it, took the drop and played on without a rules official (as you're allowed to do) and no one said a word. Get off the Reed hate bandwagon.. its full of clueless people.

@@geoffdrew5207 that's a blind assumption. There was so much rain on the course that a ping pong ball would have embedded from 2 ft. Combine that with zero foot traffic to compact the soil (covid) and you've got your end result. Do you forget that his drop was in the exact same grass? If his ball wasn't embedded, there is zero advantage. You say he's a compulsive cheat... He misinterpreted the 2019 rule update regarding the grounding of the club in the bunker and took the penalty on the chin. That's it.

@@ryanokeefe12 Nothing blind about it, video clearly showed the ball bounce then settle in the long grass, if it had of settled on top of the grass he would not have moved it. His actions of pushing down on the ball before he lifted it is clear to see, as is his actions of sticking his finger back in the hole to further create a depression, a depression he pointed out to the official. The guy is a cheat, pure and simple, if he thinks he can get away with it he will try. I know of several acquaintances of mine that are great guys and great golfers but they constantly cheat, it is something they can't control. They acknowledge it but they can't stop.

@@geoffdrew5207 the video doesn't show that. It shows him feeling to see if it's indented. You are assuming that the video shows him pressing his finger into the hole. Again, mcilroy did exactly the same thing. Is mcilroy a cheat as well? Reed knows that cameras are on him. You'd have to be clueless to think he would cheat with a camera on him and course attendants watching him.

Makes me wonder how many dodgy drops Nobilo had in his career if that's the sum total of his rules knowledge. As regards Patrick Reed it's amazing how many come out of the woodwork saying they've seen him cheat and yet did or said nothing about it at the time which in my view makes them complicit and in no position to point a finger.

He played for a lot of years under the Rule he stated. I am still uncomfortable about Putting to a Hole with the Flagstick in, even though my Brain knows it's now legit, and NOT a Two Stroke Penalty anymore.

@@apaulmcdonough2170 Much better versed than Nobby. Thanks. It only took 30 minutes to get updated on the 2019 revisions. Seems like it would be a small effort for a top tier golf commentator like him.

No, that rule has been changed to replace the ball. You are thinking of the 2015 Masters where Billy Horhchell's ball rolled into the from the green after Mark and replace. He was SOL, but because of that incident the rule has since been changed.
