Doing a little detective work, I found out this episode aired April 26, 2001. So the "2002?" guess from the description is only slightly off. I solved a mystery that absolutely nobody but me cared about.

I can't believe I found this! I was barely breathing and in tears the first time I watched this. This is the set that made me Patton Oswalt's fan for life.

The best thing about his British accent is that when he makes the 'bureau' face, he looks exactly like Eddie Izzard.

Oswalt's obviously a comedy god, now, so I guess it's water under the bridge, since he was relatively new back then... But did he really think he could rip off "summarize Proust" from Monty Python and get away with it? He's far too smart and has too much nerd-cred to stoop to that hacky level... No, Patton, NO!... Bad Patton!
