This 1948 black and white film, a condensed version of the National Film Board of Canada’s 30-minute “Drug Addict,” provides a documentary look at the world of narcotic addiction, using footage of real-life heroin and cocaine users to argue that rehabilitation offers society more long-term benefit than carceral justice (TRT: 10:53).
Opening titles. The logo of the NFB of Canada. “Pay-Off in Pain” and a word of context: “Through the cooperation of medical, law enforcement and government agencies, this film is presented as a public service towards a greater understanding of a world-wide problem- DRUG ADDICTION” (0:09). Light reflected on water at a dock. Drug smugglers drop a parcel to a small rowboat. Narration mentions the opium trade (0:42). A smuggler, posing as a fisherman unloads a basket and cuts into a parcel, revealing cigarette cartons and other bundles (1:30). An adult man uses a handkerchief to tie off his arm preparing for an injection. A wipe. The addict lies down to sleep while smoking (2:13). A cluster of men and women gather on an urban street (3:00). A well-to-do man in a nicely furnished home visits a stash in a cabinet (3:30). Men and women drink at a residential organized crime hangout. Parcels of white powdered heroin are weighed, mixed, and cut into packets (3:55). A drug dealer makes sales to the waiting street crowd. He visits a hiding spot in the crook of a nearby tree (4:38). A monumental pillar serves as another meeting place (5:01). A small amount of cocaine is snorted off the back of his hand by a man who chases it with a cigarette. He uses a blade to sniff another dose (5:30). Suddenly, the cocaine user panics, turning to a door with paranoia, he sees a vision of a police officer and raises his knife. The hallucination vanishes and he smokes, looking ashamed. He pockets a revolver pistol and leaves his apartment (6:30). A sign: “Commision on Narcotic Drugs.” A meeting of the United Nations. The Canadian Technical Advisory Committee on Narcotic Addiction meets (7:17). Royal Canadian Mounted Police enter a government building. Officers review mugshots. Seized drug paraphernalia is examined (8:00). A drug peddler takes to the streets in an overcoat. Undercover police close in and make an arrest. A raid on the organized crime hideout (8:39). A paddy wagon. A jail lineup of arrested suspects (9:50). End titles: “A Canada Carries On Presentation.”
This film was written and directed by Robert Anderson for Canada’s Department of National Health and Welfare. It was filmed by Jean-Marie Couture, with narration by Jack Scott. It contains footage of actual drug addicts under supervision. Upon its release, it was denied distribution in the United States.

This might be the most honest drug documentary of the 1900s. This wasn’t a propaganda piece, it was legitimate information about how drugs like heroin and cocaine effect the users. Why people use drugs and that drugs don’t discriminate.

@@terrencealexander5084 much of it comes down to money, people go broke and this starts the chain reaction of going down hill, the rich are ok and get the best treatment available, people with not that much money will get treatment but will have to stand in line with not much privacy.

This isn't so much a "scare" film as it is a surprisingly progressive call for less criminal prosecution and more drug treatment.

​@@kushmoosh4171 Agreed. It's hard to overstate the crippling toll the "war on drugs" has taken on the U.S., and the rest of the world. From the obvious (overdoses, crime, the billions spent on interdiction, etc.) to the less obvious, like terrorism (Islamic extremism isn't the only thing al-Qaeda and the Taliban export.) Sure, hindsight is 20/20 and there's a lot we could not have anticipated in the post-WWII era. Then again, you'd think we would have learned our lesson from the disaster that was Prohibition. I realize there are significant differences between alcohol and heroin, as an example, but it still would have been far preferable to keep drugs legal and tightly regulated, while spending billions more than we have on treatment and education.

@@walterkersting6238 Word to the wise, Walter. Never make assumptions on social media -- they have a tendency to backfire on you at some point or another. Last time I checked, I wasn't a "junkie." And neither are the vast majority of the 68% of Americans who think marijuana should be legalized nationwide, and the 53% who think most drugs should at least be decriminalized, according to Pew Research and the National Institutes of Health. Add to that the hundreds of top public health experts who believe in legalization or decriminalization, and you have quite a few clean and sober folks out there who favor putting an end to the war on drugs.

Because it was Canadian not American…..today Canada has actual IV pharmaceutical govt Heroin clinic paid for by their universal healthcare and oddly enough have 1/5 the hardcore narcotics users we have here in America. Thanks Nixon, Regan, & Clinton….and Biden before he was VP or President destroying America’s Economy he was busy raising non violent drug penalties and destroying black and brown families while closing drug outreach programs and was very busy setting his family up to become rich and powerful like his son and their good friend Nancy Pelosi who went from a civil servant 90k a year salary to being worth 150 million in 3 years w absolutely no explanation or tax paid …..probably trapping herself

Faced with crippling bone disease, the pain alone was leading me to suicide. With no help from the medical community, I turned to illicit narcotics. It was a complete blessing that allowed me to remain productive for the next 14 years. Then I retired to the rest of my life on a methadone program that I control myself. Makes it hard to listen to stories of destruction and woe caused by narcotics.

Hang in there brother it can’t rain all the time it’s always the sunniest after the darkest and rainiest storms I have a very similar story to yours I have been on narcotics since 2002 from a skydiving accident I got off of them for a few years because my doctor cut me off my pain medicine so I turned to the streets the pills were getting expensive so I turned to heroin I have now been heroin free for over four years I take a low-dose of pain medicine from the doctor I have my wife distribute them to me when they are due it helps so I don’t overtake them it’s a very small does compared to what I started on cannabis has helped to save my life it helped me to reduce my pain medicine intake down to a quarter of the Dose I used to be on If anybody is suffering from pain I recommend them use Indica strains of cannabis it definitely is a game changer and a lifesaver I hope you’re feeling better friend I will say a prayer for you and your healing God bless you and yours brother have a blessed day

A call for sane action that was ignored. Over 70 years later the unfortunate "war on drugs" is nearing an ignoble end... but yet the culture that offers so little that many need the escape drugs offer... has only gotten worse.

Heroin problems back in late 40s , and there are quite a few videos going back to that post WW2 , and Korean War era , which shows a big problem back then , and an ever rising problem to this day in 2022! These videos go back 70-75 years ago . Very interesting info..

My uncle was a heroin addict in the 1950s and early 60s in Dallas Texas. He was hurt in the Korean war and came home addicted to Morphine. Since it was difficult for him to get morphine he got on heroin. He was a taxi driver of all things. I think most people who rode with him had no idea he was a heroin addict, because he was clean cut like the folks in this story. He was beaten to death by the Dallas police. The police claimed he fell and hit his head because he was high. But the people at the funeral home told my grandpa that my uncle was most definitely beaten to death. I just thought I'd share that with y'all

I wouldn’t call this a “scare” video. Everything I saw is pretty much true and very little has changed. The exception being the prices and the amount of human misery and death that drug addiction causes!

@@martitinkovich4489 I wish I could agree with you. We don’t know how many car accidents were caused by influenced drivers. I don’t know how many innocent victims were murdered or maimed by someone under the influence. How many tax dollars are spent on users that can no longer work because of their addiction? Is the average drug user a responsible member of society? If we legalize drugs can we turn away OD’s from hospital beds? Do our emergency responders have to respond to your drug problem? Who will take care of drug addicted mothers?? I can go on and on and on how doing illicit drugs is a huge burden on society! Legalization may make it easier for the user to use without criminal consequences but it doesn’t stop them from hurting the rest of us in multiple ways!

@@joshuagibson2520 yes, the crime and punishment industry Here's a thought experiment: what would be the net effect on crime, social/health costs and general economic output if items were reversed. That is, what if alcohol, tobacco and unhealthy foods (sugars, salts, fats, calories) were criminalized, while opiates, mj and stimulants were regulated? No need for any new hires or additional prisons. Just do a search and replace in the body of law substituting terms.

That was an eye opening very well done as far as the facts about drugs and what they do to a person! I noticed a huge difference between how the police and government delt with people addicted to drugs/heroin/Opiates.Because they show how much hell torcher and pain they go through! Plus how once ur addicted and go through withdrawals how hard it is to get through the physical, mental pain not to mention shame, guilt, hopelessness and it's Sad no pathetic how our society in America has changed so much and think addicts r having a blast and just getting high all day and that's why they steal, gamble,cheat and kill just because it's so amazing! They have no clue what stress they go through especially add being homeless I'd love to see any critic do opiates for 1

Nothing wrong with using drugs. Abusing them is a different story though. You just can't do them every single day. They should all be legal. Available in safe formulations not spiked with fentanyl. But the CIA and powers that be benefit far more from drugs being illegal than if they were all legal.

Very lot I agree what you said. CIA do need a overhaul. Clean up more like it. They should not be above laws of land. Go jail & loose jobs just like common citizens if they get caught. Its few bad apples always but never I heard about there punishment. Far I know they got promoted? . Law enforcement or agency. Break law no code of blue. No we are brothers. You pay the price. People start getting above the laws of the land it will tear this country apart. I feel that is start of what we seen on news last few years. Sad but true. People loosing trust in our govt. They going about it wrong way. Peaceful & massive landslide voting these bums out office in there now. We got some terrible Politician's in office now. Term Limits too 8 years or less. Should be a honor serve your districts. Not a get rich quick deal.

Nearly all drugs should be legal, no to methamphetamine and fentanyl, narcan supplied along with opiates, they should be made here so purity and concentration are accurate. This will cut the legs out from the goddamned drug cartels outside our country. The war on drugs has been and is an abject failure. The best we can do is manage and control it on our end.

One classic moves narcotics agent's would do. They would grab their arms and squeeze forearm n part where the arms bend. They use teach that addicts were very sensitive in the area they inject in. So when they applied pressure on arm area,they say the addict will immediately react n feel pain.

@@LL-bl8hd My daughter is a teacher, she doesn't make enough for cocaine to be a "thing", and it was WORSE in the 1970s. I had several teachers in my family in the 1970s. Teachers then made "weed" money, not "coke" money. Today, It's wine money. (If they are lucky.) 🤷‍♂️

These movies are hilarious,esp after a 23 year h and coke habit,I was able to kick bc I met a beautiful girl who said yes,and I always wanted to be married w my own family,so I went into a program for 6 months, but I never hallucinated or acted like any of these addicts.

This is one of the BETTER old school "dope scare" films, Hell, the part at 3:40 was THREE QUARTERS of a CENTURY ahead of its time! TBF, I never hallucinated when I did (admittedly rarely) cocaine. LOL.

The answer to all of this isn't a big mystery, things got worse due to prohibition, we all love our alcohol and we saw the devastation of alcohol prohibition in the 30s and thus began a campaign for humans to find a new thing to ease our suffering, some chose weed, some chose opioids, some chose cocaine and other substances. The forced and sanctioned banning of a 'drug' or something that was already here on earth before humans arrived should be fiercely regarded as a treasonous law sanctioned and imposed by our La Cosa Nostra government who in fact infiltrated the CIA and US government in the 30s and during WW2 due to political and allied notions of being useful to the US Government interest. Hell 80% of the Heroin in the 30's-40s came directly from CIA/ OSS sponsored Drug cartels in France, even foreign diplomats in Europe where ratted on for smuggling that sweet sweet heroin to god's country of the United states, no ordinary drug dealer is going to be able to set up that kind of operation let alone an international Heroin smuggling Machine that was the French Cartels and Mexican during the 30s/40s. In fact only 20% of Heroin coming into the US by 1964 was from Mexico through the Borders in the South and into the West Coast Market, the Shipments where coming into the East come from France and Canadian ports to pipeline into the Midwestern and East Coast Substance Markets into the palm of your hand, The CIA/OSS dope coming in from France was #4 (meaning final stage of heroin synthesis which is white/Beige powder and 70%-90%, now we've decided screw importing heroin, lets have china send the precursor chemicals anonymously in mexico and have the Sinoloan Cartels manufacture the Fentanyl derived from their Heroin cooking process and figure out their own way to smuggle the sweet opioids, and Colombian cocaine into our borders.

The fix to all the crime related to this and to fix your pre-programmed analysis of Drugs by state sanctioned subconscious propaganda is giving the power of self and free will back to Earth's human beings, you know good as you know your first god damn name whether you want to make the choice to drink, smoke, fuck or eat. The real issue is what is coming from prohibition, Murder, Tax dollars going to DEA and Police to combat trafficking, make it legal that crime goes away. It really is simple, however this created distorted ideal of drugs = bad (is what comes to mind almost immediately) was ingrained in most humans on earth starting way further back in time than most could ever conceive or ever will or want to.
