5600x will be good enough for a rx 6900xt it was best cpu and gpu ( 5950x was 5600x but 16core at the time no difference)

Just inherited a R9 5900x, an Asus Rog Strix B550E and 32gb GSkill Trident Neo 3200MHz. Now looking to get a GPU. Bought an Okinos Oak case, Thermalright Peerless Assassin 120 se, 750w PSU and Klevv Cras 1tb nvme 4x4. Budget wise for GPU around $400. Would Arc B580 be a good option I thought a full AMD build and also looked at a RX 7800xt. I'm fine with maxed 1080p though some 1440p would nice also.

7700XT would be a great choice around that $400 mark, but a 7800XT would be a worthy jump, especially if you are playing in 1440p, due to the extra VRAM. Everything else sounds great, but if you can spend $400 or more, a 7700XT or a 7800XT would be a good jump over the B580, especially as they won’t be bottlenecked by anything other than a 7800/9800X3D. Hope the build goes great!
