The open aqueduct was the California aqueduct. it takes water from the Sacramento River Delta ultimately to Lake Perris but water is “dropped off” at a lot of places along the way. The pipeline was the LA aqueduct. It takes water from the Owens Valley to Los Angeles. Two different sources, two different water authorities, many different destinations. Lots of controversy with both.

when you say some people have delayed their start, how does that work?

Someone may have planned to start on a particular day (day March 15th), but given the weather this year they may choose to start in late April or May.
