How fair is it for the one on the outside?

While it's true that a lot of the time number 4 on the outside comes in last, and number 1 on the inside comes in first, you can't bet on it. It has some sort of a mechanism built in to even things out, I think they call it a random generator. All of a sudden number 4 will take off and beat the rest. It's a very fun game. No guarantees on who will win....
