Say something on this "and further Members must not carry out any constructions, structural changes over and above, the sanctioned plan without prior permission of the Society and Concerned Municipal Authorities / Competent Authorities." - it is not talking about Common area or also small change of internal non load bearing wall, putting Glass sliding windows on own Balcony etc. than all in Mumbai are hit by it

How is such encroachment proven if such fines are challenged?

For any encroachment , Managing Committee visit , take picture , send notice to Members...these all are the process and evidences
