I don't think that the judges are laughing at her Spanish accent. They are laughing at Penelope's combined Spanish and Irish accent. That's what happens when you live in an area (Ireland) for nine years. Penelope is a good sport for laughing with the judges. God bless her! :)

Good for you and the 36 people who think it's funny she's got an accent. Luckily the average native English speaker is multilingual and has perfect pronunciation. Funny thing is that often only native speakers have a hard time to understand foreign accents, while ESL speakers seem to understand each other better despite them being Polish, Chinese, Lebanese, Italian or Spanish. All that said, Portuguese, Dutch and ex-Yugoslavian citizens have a secret power and they speak clearly and native for native ears!
