In my own opinion, the best Penguin performance is by actor, Danny Devito in Tim Burton's film, Batman Returns (1992.) Batman Returns gave the world Batman: The Animated Series and The DC Animated Universe, as we now know it. 🐧

One interesting touch they added in the Arkham series was that Penguin's "monocle" was the bottom end of a broken drink bottle that was stabbed into his face during a bar fight. It was left in because the doctors told him it was too dangerous to remove it.

The Story could be Penguin is the "Connect"(Illegal Weapons and Drugs Maker), Deathstroke is the "Distributor" (Supplies the Drugs and Weapons to the Dealers), and Crime Lords: Two-Face, Black Mask, and Scare-Face/Ventriloquist are the pre-Metas. Interesting Dark Crime Drama Story for Vigilante Batman and Gordon to Handle!
