This is a good one. Well, I love all the COIN games, but this is a nice one to introduce the basic COIN concepts to folks who are new to the series. And the Personality and Acts of Desperation cards add a nice unpredictable randomness to it, too. I know some people didn't like the card design, but I do! Has a 80's-ish vibe to them.

This was my third purchase in the COIN series and the second COIN I played. Rules are easy to learn, but it seemed a bit swingy to me; however, I've heard that this swing is manageable once you understand how the game works, which means if you don't your going to be a victim to those who do. For instance how Manilla has a pop value of six (same as Havana in Cuba Libre). I think this makes it a little unsuitable for a intro to the COIN series IMO.

Yes, though it is promoted as an introductory came to the COIN series. I had a similar feeling about Cuba Libre, that it was very swingy. Experienced players will realize this though, and can account for it. I'm still new to People Power, and so far it seems fine
