In my sprinting/longjump training group we don't do much jumping at all during off season, we do mostly endurance training and volume training. Do you think i should be doing some kind of plyometric/jump excercise when it's like 4 months to peek time? The only somewhat explosive thing we do is olympic lifts. Also i want to ask if you should be doing more single leg plyometrics for sprinting or if it doesn't matter. We barely do any single leg plyometrics. i am asking because i have started questioning our training as it feels like we are doing very little specific training even when it's getting close to season.

Should athletes gradually decrease the weight as they approach competition like decreasing weight by 1 or 2 pounds every week as they approach competition ? Should beginners periodize like this ?

Athletes aiming to peak can decrease load every mesocycle (3-6 weeks). Beginners probably dont need to do this.
