It feels like looking up in the aquarium tunnel or the giant redwood forest canopy. Are they sharing similar rule (if not the same)?

Yes, the laws of perspective don't change just because they're clouds, but clouds interpret them differently. Looking up at them is like looking drectly upward at any object, we're just not really used to seeing the bottom of a subject. The wind-blown formations don't always LOOK like they're following standard perspective, even though they are; I included the last photo just to show we might see things that appear to follow different perspective lines because of the wind blown nature of them. It can get confusing sometimes!
