If the student may be distracted while using his phone, the professor should ignore it. If the student is disrupting the class with his phone, there are avenues he can take to reprimand the student with an academic penalty, including suspension. The student can file a police complaint of snatching (with threat) and damage to personal property. Easy case Lecturer will himself ask to settle it outside. Also the student can drop an application with police complaint to the university in case that lecturer decides to ruin the studate's career. If you have anger issues, better accept it and take treatment. These issues can go to extreme level where in anger one can loose control very easily.

It's not always possible though. I have had great teachers in my life who caught the attention of almost all students but there are always those that doesn't even try to listen and act rowdy because they thinks it's "cool" to harrass your teacher . They do deserve a punishment in certain circumstances but this is not it.

Katy G If there is such a student in class. You try to understand what’s the problem with them, speak with them in person and see what you can do about them. Every student are not the same. Some are naturally interested in academics and some might have the passion to do something else but would have been forced by their parents into academics. So I myself being a teacher, I have to understand the root cause of the problem, get to know what the child is going through and help them out.

I am a student myself and I have seen how some students behave even though they don't have any cause to behave in such a way. Teachers are human too , they are not perfect and they have a limit on "patience" too. My Point is we can't judge unless we know both the parties involved.
