Peter Cramton contends that the forward energy market, as presented in Cramton, Peter; Brandkamp, Simon; Chao, Hung-po; Dark, Jason; Hoy, Darrell; Kyle, Albert S. et al. (2025): A Forward Energy Market to Improve Reliability and Resiliency, is a sound proposal to improve competition and innovation in today's restructured electricity markets. cramton.umd.ed.... He believes it is an excellent approach to achieving resource adequacy and improving resiliency in response to the challenges of the energy transition.
He will pay $1000 to the first person who identifies a significant weakness in the forward energy market approach, assuming 1) the market participants attempt to make decisions to maximize their happiness and are often successful, 2) the system operators attempt to conduct transparent and efficient markets consistent with their mission and are somewhat success, and 3) the regulators seek to adopt regulatory rules that benefit the public by promoting competitive and efficient electricity markets and are occasionally successful. An independent judge will serve as the identifier of the first significant flaw that is stated in the comments and for which a valid proposal for addressing the flaw is suggested. For example, if the forward energy markets were derivative of the real-time market, a flaw would be, "Hey Peter, the energy products should be derivative of the day-ahead market since the day-ahead market already hedges risk between day-ahead and real-time." I agree that is a significant flaw. Matt White pointed that out a year ago, and I fixed it in five minutes. The flaw needs to be something in the most current draft at cramton.umd.edu. One flaw is, "Hey Peter, this is dominated by identifying a perfect dictator and instructing them to set prices and quantities at all times and locations at the efficient level." I agree. But the suggested solution is only possible if you can find the perfect dictator, and the judge has to agree they are perfect. You get the idea. If the first go at this works, I will do it indefinitely until there are no more flaws. I am betting the number of flaws is small relative to my checking account. Good luck.

I will let you know as soon as an independent noted electricity market design expert has agreed to be judge. I am certain there is a weakness but I need some help finding it.
