I feel like it's the key too, but I still don't get it. The "Who do you think that is there" is a sort-of foreshadowing of "Mr C" stealing Cooper's body, I think. and Jefferies goes away down the power lines (after that mouth says "Electricity") but beyond that I'm still in the dark.

So it IS a Cooper's dream. Because first it show a camera is real time, when Coop messes with it, and then, when Jeffries is about to pass by he walks away to the camera room, only to see camera still shows him standing there and Jeffries passing him by, where in fact Jeffries walks by alone.

So Jefferies' somehow found the black lodge, above the convenience store, met the denizens there, which somehow allowed him to get unstuck from time, and to live or travel both in the past and the future. So he already knew that evil Coop would exist. Perhaps now he is also a denizen of the black lodge?

what i dont understand is, that in this scene Gordon introduces Cooper to Jeffries, like its the first time they meet. in s03 Albert tells the story of the blue rose task force and that he, Chester Desmond and Cooper were all recruited by Jeffries.

This is such a good point and observation. It seems there could be several reasons for this inconsistency, including a deliberate choice by Lynch to change the narrative of the story simply out of personal attraction to this other idea as a writer from his view, or a mistaken and unintentional oversight by Lynch, which seems unlikely but possible, or a deliberate inconsistency to create and showcase slight differences between the additional timelines that are created and occur due to the different actions and events taking place when Philip and Cooper and whoever else use their electricity and magic to time travel. But none of these seem super satisfying to me as an answer for this incongruity, except for time travel and different timelines I suppose, which is pretty interesting. This seems to be the reason for Philip Jeffries’ odd appearances, disappearances, and teleportations, in addition to his Black Lodge investigations and involvement, but I wonder what you all think about it

This can be totally wrong but when Gordon introduces Jeffries to Cooper in this scene, I believe that Cooper never met Jeffries irl. I say this because Jeffries has been gone for a couple of years and he basically created the task force of the blue rose. Maybe Cooper only heard of his (Jeffries’) origin and purpose of the force, hence why Gordon says “you’ve probably heard of him”. Also just before Cooper starts doing this strange back and forth surveillance camera walk, he tells Gordon “I was worried about today because of the dream I have told you about...” maybe the dream/part of that dream was witnessing Philip Jeffries pop in and out of nowhere. Whilst explaining his experience with the black lodge occupants as well as mentioned “Judy”. I believe that where Jeffries has disappeared to may have been the machine that he was inside of in season 3. I think Judy may have put him there because he was onto Her

I never understood what this scene was all about...nontheless it was bloody mesmerizing and imo one of the best and most intense scenes in the movie, if not from the whole series. I really hope the new season will solve this maze of a scene a bit but at the same time I hope it won't take it's magic away.. sounds pretty weird but so is the whole story isn't it :)

Coop is Richard, the dreamer, and they are all trapped in his dream. He's going through loops, living moments over - hence he'd already dreamt about this moment. Jeffries realises this and appears at this point to tell Gordon. At least that's my take.

That's bad Coop. Justified by the scene in season 3 where the agents all meet with Bad Cooper in the prison. Bad Coop mentions he was on his way with Jefferies. When you remove episodic one directional time from the context of Twin Peaks it all starts to fall into place.

Johny Alarm that is not bad Cooper. That is regular Cooper. This scene takes place in 1989. What is implied in season 3 is Jeffries traveled back in time to warn Gordon of dopple/evil Coop (meaning this scene "technically" takes place after Evil Coops meeting with Jeffries at the Dutchman in S3), and is the reason Jeffries says the line, thinking it is Evil Coop, but later realizes the date as 1989, before Lauras murder and before Cooper got stuck in the lodge/evil cooper came out. This is shown in FWWM: The Missing Pieces
