I hope every law student discovers this talk or reads Dworkin. His thoughts on original intent and individual rights, and balance are spot on and how the constitution in many ways unites people when followed correctly

If you want the Supreme Court to be more neutral, you can't have the President or Congress appoint judges. But of the two, a Congressional bi-partisan panel could get you half-way there. Or you would have a separate system like every new judge has to be a different party than the previous one. Or a separate non-politically affiliated body to appoint judges.
