I liked how the Picard family backstory explained one of the lingering questions I had in Next Generation: why the French guy had an English accent.

I love that Picard picks up on the number "coincidences" so quickly. Might seem awfully convenient without background knowledge - but similar things happened around him in TNG. The one that specifically comes to mind was when they were trapped in a time loop and suddenly Data started coming across the number 3 because he had received it as a signal from the previous loop to try and break out. Between probably recounting past time travel/timeline related events and just having witnessed a situation similar to when Data was almost corrupted by a Borg Queen, it's no surprise he'd pick up on a pattern like that.

And yet Guinan at some point said he is not a good observer. BTW, those numerical synchronicities can be noticed in reality. (And the term "in reality" becomes ponderworthy in that context, but you know what I mean. ... 'Our world'.)

The Dixon Hill reference was a nice nod to TNG, as well as Picard once again showing how quickly he becomes aware of hints and patterns around him.

Most people from France....learn british english (a lot of emphasis put on articulation).....and sound way better.....or they can be raised in both cultures and learn accents that way. By the time Picard was a child....the world was globalized so much that accents did not matter if you were being beamed all lover the planet for school.

Likely not. It's a common choice for storytelling. Although we could imagine a connection to the numbers-spotting aspect in this scene and the related theme in one episode of TNG where 3s were manifesting everywhere.
