The black star dragon balls are tied to kami, demon king piccolo and and piccolo jr (aka our piccolo). The new dragon balls we have that grants 3 wishes are made by dende. If piccolo dies then the black star dragon balls go away too.

Just a slight caveat with what you said. Dende didn't create the 7 regular Dragon Balls, he essentially inherited them in the process of becoming the new guardian of the Earth

Piccolo did that to simply get rid of black star dragon balls forever as they're too dangerous , even though i did want more screen time for him i appreciate that he actually gets respect and gets things done when he shows up and it's not over for him yet , keeps being a goat even in afterlife . Way more than what they did with him in Buu saga , just gave him more screen time and basically nothing more , even the things he could control were turned into a joke , like destroying HTC gate then Goten says he wasn't even losing but just pretending for drama so didn't need it , and Buu screams out of there anyway .

So basically he decided to die because the black star balls were too dangerous,any future wishes on those balls would cause the earth to end up in a crisis again so to prevent that from happening he died with the Earth so they turned to stone and couldn't be used EVER AGAIN

Vegeta literally expresses his doubt because he hasn't been ozaru for a long time , then Bulma says if Goku can do it then Vegeta can do it too . What's the point of saying that if the machine guaranteed ssj4 ?

Probably because it wasn't needed after all . Pretty sure that's not how it's gonna work , scattering throughout the universe is their condition while being way more powerful than regular dragon balls as their wish granting power has no limits . So just like some other instance of a wish being beyond regular Shenron's power , this would be the same .
