If I had to put a guess the reason Rildo and the 17s are so strong, stronger than Majin Buu if taken at the verbal level to be true. Then I guess futuristic-precision would be the boost they got. Pure efficiency and perfect calculation is what makes them a threat

If you ignore Super, Cell was last seen as slightly weaker than the weakest form of Buu (who was arguably holding back) and Frieza was last seen as weaker than Cell's first form. GT Base Goku is already confirmed as being Buu-level (which Buu is never stated), so there's no surprise in him taking them both at base.

Not Buu level , stronger than Buu , Base Rildo was stated stronger than Buu , and it means whichever character is Buu meaning all of Buu if it doesn't specify , which multiple of his shown feats also support , this accidently shaking and heaven , earlier destroying sugoroku space both in base , are way stronger than dbz .

GT is actually NOT that bad... SS4 is prob one of the coolest transformations in all of Dragon Ball, that being said, I wish we get to see Vegito or Gogeta get Ultra Instinct in DBS, I liked that idea so much that I just made a Ultra Gogeta theme on my channel, check it out if you like metal!!

Cell is the same voice actor throughout all of the the Series including Gt, but not only that cell was also animated by some people who are unfamiliar with the DBZ art style which is why GT has some bad animation including cell which was a really hard one.

Yes it seems reliable , especially in this case when the stamina issue is even mentioned in the series but never a strength nerf which should be the more primary thing to mention , while Base Goku still shows multiple feats leagues above all of dbz and beating an opponent he states to be stronger since the first arc .
