As a retired senior tax official, my well-considered opinion is that VAT is charged on the service supplied in SL irrespective of the status of the person who supplied - Resident or Non-Resident. So amendment to the VAT Act is not necessary. The existing VAT Act is more than enough. What is necessary is the understanding of the law and its interpretation. Let us not forget and confuse the VAT and Income Tax. Income Tax is charged based on the Residency of the person but VAT is charged based on the place where it is consumed/ supplied. Mifly

@@user-gp1ki9zf8f No, Dr Harsha is correct. You misunderstood his point. What he says is that the level playing field should be even and equal to every one which is one of basic principles of taxation that is FAIRNESS. VAT is charged on the consumption, irrespective of place of the supplier. But, Income tax is charged on the basis of a residency of the person.

I think we should give freedom to international businesses regarding VAT. It amy help them to convince to invest here. We know it will not be fair. But we know that we must need them more than ever. I don't know whether it is legal or not, but it will help. Importantly ofcause we need to consider about our local business too. We could put more taxes on highend luxury products that is not effected on middle class.
I'm a finance professional working in Kingdom of Saudi Arabia All companies in KSA pays all the taxes here. Even Amazon has set up a local company and pays VAT. Aliexpress has no local company in KSA but all sales make are subjected to VAT when items are delivered.

I think it would be better if they do not take significant taxes from local businesses in order to encourage new and existing local businesses to grow and expand here. Otherwise, we will all end up using the tech and products from other countries.

To Hon MP Mr Harsha de Silva, please make sure whether, the Uber has a proper address or a Proper Hot line to make a complain or to get any information about Uber driver or the people who traveled, because when we call to the Uber the call goes to New Zealand, so what is the meaning of this if someone wants information about the people who traveled in Uber lost something n even the traveler missing the Sri Lankan have no way of finding, ( please someone who reads this who knows M P Mr Harsha de Silva please forward or highlight this matter.)

Yes, Uber should respond to customers complaints as well. Even last week I called a cab and he waited just after two minutes he had cancelled on his own and Uber charged me some 45 or 50 rupees as cancellation which is totally unfair. We cannot report such things. It is mandatory to introduce a number to complain about lost items too.
I have never seen a country who don't know their own law? Are we paying vat based on location or consumerable?

Well done. Income tax officials are most corrupted as customs and the SL police. First the government should have a policy to audit these officials wealth. I’ve personally seen how the officials in income tax department getting ransoms intimidating businessmen. They buy lands and vehicles transferring money from some one’s account. Please do search on this. SL acts should not allow provisions to make these government officials to earn money for them selves but the government. Hope you’ll find some way to stop this mafia

Beacouf of Pick me and Uber , Value of Sri-Lankan tourisme hit massivly.. All tourisme providers are fedded up these two companies... These companies should not involve tourisme market..If they involve, they should pay extra compliment for to balance the current price.. A pick me charge 18 000 Negombo to Nallathanniya..Even local van or car doesnt go such price...So Pick me.uber monopole also should investigate.. Sri-Lanka needs good Financial système not just tax système. 🎉

Just now I checkd with same pick up adn drop points.. pickme cost is lower..it was 183 anduber was 215. Also in uber eats they charge higher amount for delivery than pickme..also food prices are overpriced in uber eats. when i actually go to the restaurant., some item was priced as 350/= but in uber eats it was 560

Dr. Harsha...if Uber has its own business office in Colombo and running it's business here on the ground I don't see any reason why not taxed them. U are dealing with cheap and very cheap government officials. Correct it in your capacity without being nice to them
Dear Harsha You are very correct and regardless of ownership of the company there should be a fair tax system to all. Currently I am in down south and there are many Resturants run by foreigners. My first question is do they have a proper visa to run businesses?? 2. Are those business paying income tax. 3. Also minor staff are foreign nationals and do they have proper working visas and do they pay income tax tax ?? Thank You
