I used to read those as a teenager, and some of them sent chills to my spine. Waterboarding sounds like a walk in the park compared to others, and I don't think black site torturers would lose time with these techniques. The enemy knows that they're trying to break him, and the enemy is extremely motivated. Why step on the break when you gone already too far? Humans are capable of becoming the cruelest when they want to be so.

He is telling the captive that he is going to capture his co-conspirators to do the same thing to them, and that their actions have ceased permanently. I'd imagine this would make the prisoner start to think things like "they're probably going to kill me if someone tells before I do" Also remember, he is speaking to someone who's first language is not english.
