GTA 4 is well known for not being the best PC port of a GTA game to PC, to my knowledge it's probably rushed considering the GTA 4 PC port came out not long after the console version while the GTA 5 PC port came out 2 years after the console version which was plenty time for Rockstar to actually optimize GTA 5 better for PC
