Hello Ayman: Work package does not include activities. Activities are further decomposed from work packages in define activities process in schedule management knowledge area. This is the next topic you will see after this.

If the team has decided that they dont need to decompose further then they are known as work package. If the team says for now they are good but they will decompose in future then it is known as planning package

Other Question: How do you estimate what the lowest work package should be? I know it depends on the project complexity but I am a bit confused.

Once again excellent question Fatima. You are right on target. But you forgot one important point. Most of these documents are living document. What do I mean by living document is that we have to go back and keep on updating these. So when the first time WBS dictionary is created, you wont have activities defined in it. However, when your scheduling activities is done in schedule management knowledge area then you will go back to WBS dictionary and update it

Scope statement is just one aspect of scope baseline. It has other things like WBS, dictionary etc included in that.

work package decomposes to activites so ultimately WBS breaks down to activities. Then how WBS does not give activities and gives deliverables
