Ek process ki jimmedari kabhi bhi only 1 person ko mat do.like here deputy manager.but process aise design karo ki 4 se 5 logo ka approval ho usme for big transactions or for transactions which are very crucial for company's fund related decisions plus transactions who have more chances of fraud or high chances of creating romm.
