In this game, all fire moves are special attacks. Snorlax has a weak special attack stat.

@@dathip Pokemon have two stats that determine damage. Attack stat and special attack stat. Nowadays each move is either one of those two, but before gen 4 moves were physical or special based on the type. Example; all normal attacks are physical, all fire attacks are special. Special attack damage is lowered based on the target's special defense stat, and likewise with attack and defense (the physical version are just called attack and defense). Snorlax has 110 base attack and 65 base special attack, (which is really low) so fire attacks from snorlax are extremely weak
