This IS possible without hacks or spoofs. Especially in Hong Kong. Hong Kong japan and China and things is where it all started! So they ovi made it more likely for rarer Pokémon to spawn there.

He is using Pokesnipers to find them and using the jailbroken pole ++ hack to teleport. In that hack you also gets the abbility to hide the hack menu.
